Situated on the border of two nations and three states, El Paso, Texas's location also presents a unique array of opportunities. El Paso and its sister city, Ciudad Juarez, (located in the Mexican state of Chihuahua) comprise the largest metropolitan area on the border between the United States and Mexico. In 2004 the City changed its charter and appointed its first City Manager Joyce Wilson.
